The reality is that the level of representation has gone steadily downward since the issue was "regularized" by forming DPMO and removing it from a central policy role that caused the SRV, in particular, to take it seriously. JTF-FA, (now part of DPAA), was at the end of the George H. W. Bush Administration in 1992, NOT 1993 as some try to say and the disastrous “scene” at the League’s 23rd Annual Meeting, staged by anti-government family members when President Bush was a candidate for re-election. President Clinton came into office in 1993.
Interagency (IAG) Policy Panels used to be at the ASD/AS level or a minimum of DASD/DAS and Director of Asian Affairs at the NSC, when Armitage, Wolfowitz, Jim Kelly and others participated, and ASD/ISA Peter Rodman came one year to speak, but not as a Q&A participant.
Finally, the DIA Directors (not listed here) have been a consistent presence at League Annual Meeting since 1979 or so, when LTG Eugene Tighe, USAF, was Director, but especially after Stony Beach was formed, with the League's full support and participation through the IAG.
