U.S. GOVERNMENT CONTACTS AND AGENCIES

A directory of the federal offices and personnel responsible for the POW/MIA accounting mission. For families seeking answers, and advocates working to advance the mission, knowing who to contact is the first step.

DEFENSE POW/MIA ACCOUNTING AGENCY (DPAA)

The Defense POW/MIA Accounting Agency is the primary U.S. government office responsible for recovering and identifying Americans missing from past conflicts. DPAA conducts field recovery operations, forensic identification work, and coordinates with foreign governments on accounting efforts.

The agency's work directly affects the 1,566 Americans still unaccounted-for from the Vietnam War, and thousands more from earlier conflicts. Funding and resources for DPAA are a central concern of the League's advocacy work.

The US-Russia Joint Commission (USRJC)

The U.S.-Russia Joint Commission (USRJC) was formed in 1992 following the dissolution of the Soviet Union with the promise of helping both nations to determine the fates of missing personnel through the exchange of information and archival materials. When the Central Archives of the Ministry of Defense in Podolsk, Russia were opened, wartime intelligence materials given from the PAVN and Vietnamese Communist Party to the Soviet Union opened many new leads for the U.S. Accounting Mission. Collaboration continued into the two-thousands along with the formal implementation of the DPAA as a key supportive partner.  While the last Working Group meetings were held in March of 2020, the USRJC has still yet to be formally dissolved. We remain hopeful and advocate that diplomatic challenges can be surmounted on the humanitarian cause of helping to account for POW-MIAs.

More information can be found via the DPAA’s USRJC page (https://dpaa-mil.sites.crmforce.mil/dpaaFamWebUSRJC) which includes Technical Talk documents and Minutes from the numerous Plenum.
